The Environmental Management Bureau (EMB) successfully conducted an intensive five-day orientation on the Revised Training Modules for Pollution Control Officer Training Organizations/Institutions (PCO-TOI) from September 1 to 9, 2026. This program aimed to update and enhance the knowledge and skills of training organizations tasked with equipping Pollution Control Officers (PCOs) with the latest environmental regulations, procedures, and compliance strategies.

The orientation featured a rigorous schedule covering key environmental laws such as the Clean Air Act, Clean Water Act, Ecological Solid Waste Management Act, and regulations on chemical and hazardous waste management. Participants also learned about EMB policies, legal procedures in environmental cases, pollution adjudication, and the use of EMB online services for permitting and compliance monitoring.

A highlight of the event was the active involvement of the Pollution Control Association of the Philippines (PCAPI) lead trainers, led by the PCAPI President, Ms. Luzviminda Angeles. Ms. Angeles was joined by expert trainers including Mr. Jeremiah Dwight Sebastian, Engr. Norman Giovanni Guevarra, Engr. Gretchen F. Enarle, and Engr. Susan C. Benitez. These seasoned professionals brought valuable technical insights and practical expertise to the sessions, enriching the learning experience.

The orientation program featured presentations and discussions led by EMB officials, environmental engineers, and legal experts. Periodic open forums encouraged active participation and collaborative learning, while consultation meetings on draft guidelines for recognizing training organizations ensured stakeholders’ feedback was integrated into policy development.

The revised training modules aim to standardize and improve the quality of PCO training, ensuring Pollution Control Officers are well prepared to implement and enforce environmental laws effectively. This orientation marks a significant step forward in strengthening the environmental management framework in the Philippines by equipping PCOs with up-to-date knowledge, skills, and tools necessary for their critical role in pollution control and environmental protection.
